Memorandum between UPRA and CO CF "TECHNO4"

The Ukrainian Psychedelic Reserche Association and the CO "CF TECHNO4" have recently signed a memorandum of cooperation. The aim of the cooperation is to promote the improvement of public health, including mental health, through the development of science, education, industry, culture and art.
CO "CF TECHNO4" stands for comprehensive development, so the platform has a place for various combinations of modern and classical technologies and discoveries. The primary mission of the organisation is to accumulate, maintain and disseminate knowledge and the material and intellectual values created with its help. For more than a year of its existence, several areas have been launched, which, according to the founder of the organisation, should receive sufficient attention and resources for development in 2025:
  • Software for controlling devices using machine vision and machine hearing technologies;
  • Creation of joint research projects in the field of psychedelic-assisted therapy and mind-brain work within the framework of cooperation between the UPRA and the CO "CF TECHNO4";
  • Supporting and promoting the activities of the Ukrainian Psychedelic Reserche Association;
  • Electronic music and support for authors on the independent Ukrainian music label Four Tracks, which is a division of the Foundation.
In times of war, it is important to improve the defence capabilities of Ukrainian soldiers on a daily basis, so most of the resources are directed to the Software area. After all, knowledge of a programming language provides benefits by expanding the human neural network with new centres. It will probably take years to gather enough evidence on this point, but the classic says "...the more languages you know, the more human you are..." Artificial intelligence will not program itself either. Just like the Internet, which, in addition to being an incredibly important tool, opened up a number of threats, artificial intelligence has two sides. The war has shown that the use of artificial intelligence to cause harm is no longer a fictional phenomenon. But knowing how to program, you can repel attacks and eventually even prevent their organisation. Thanks to the discoveries made by Ukrainian and international scientists and based on modern technologies, the Attentive Listener network-supercomputer is being developed. The hardware and software complex is capable of increasing the level of security for our military and for our homes and infrastructure. "Attentive Listener" is primarily about detecting, targeting and neutralising ground and airborne drones that cannot be detected by common electronic warfare equipment (fibre-optic and autonomous drones with machine vision and homing functions). At the beginning of 2025, the Foundation tested a test bench at the state training ground, which provided information on detecting common types of drones, which in turn made it possible to calculate the amount of equipment needed. The charity's system developments are stored, updated and disseminated to enable manufacturers and philanthropists to produce equipment, as the more protective equipment we have, the more effectively we will take care of safety.
To be able to provide the development to communities and producers, they need to go through state codification. And although a huge amount of work has already been done in this area on our own, there is currently a need for community support for the project. The Foundation is raising funds to buy the missing equipment. To launch the "Attentive Listener" project, the charity foundation is raising 98009.74 UAH.
